Abstract: China‘’s poverty mainly occurs in rural areas. Only by blocking the intergenerational transmission of rural poverty can Chinas poverty be fundamentally eliminated. The construction of the newborn population security system is the fundamental policy to block the intergenerational transmission of poverty. This paper points out the significance of building a newborn population security system for farmers to block the intergenerational transmission of poverty; and argues that the cause of rural poverty is the difference between urban and rural areas. This paper puts forward a series of effective measures to block the intergenerational transmission of rural poverty, and suggests that only by making the newborn population of farmers having good health and receiving good education can we block the intergenerational transmission of poverty of the newborn population of farmers and build a well-off society in an all-round way.

摘要： 中国的贫困主要发生在农村，阻断贫困代际传递才能从根本上消除中国的贫困。构建农民新生人口保障体系是阻断贫困代际传递的治本之策。运用调查研究和文献研究等方法指出了构建农民新生人口保障体系对阻断贫困代际传递的意义。进行了必要的相关学术回顾，指出农村贫困发生的原因是城乡差别，并提出了阻断贫困代际传递的一系列有效措施：形成阻断贫困代际传递、构建农民新生人口保障体系的共识；推动建立阻断贫困代际传递，促进农民二孩生育的体制机制；补齐短板，使农民新生人口与全国新生人口处于同一起跑线；逆势而为，实现底线公平；保障农民家庭按政策生得出、生得好、育得棒。
