Abstract: Changes in the international migration calls for further research. By reviewing the history of international migration transition, we find that the flow, direction, and structure of international migration have undergone remarkable changes towards a larger scale and more complex structures. At the same time, although Chinas international migration has fluctuated, the number of international migrants either from or to mainland China has increased constantly. It is expected that with the deepening reform and opening and “The Belt and Road” initiatives, the scale of China's international migration will keep growing. China will transit from a state with few international migrants and limited knowledge about international migration towards a state with large-scale international migration which needs more understanding towards international migration and related affairs. To enter the incoming era of large-scale international migration, China should systematically collect the information of international migrants, work out the details of relevant laws and regulations, carry out international migration perspective assessment on major economic, trade, diplomatic and other strategies, and establish targeted migration plans.

摘要： 国际人口迁移格局发生骤变，亟须专门研究。通过回顾国际人口迁移转变的历程，发现国际移民的流量、流向和结构发生了重要变化，移民规模更大、结构更复杂。同时，中国的国际人口迁移尽管历经数次起伏，但迁移规模在不断扩大，预计随着改革开放、“一带一路”等战略的不断深入，中国人口的国际迁移规模会持续增加。中国将从一个没有国际移民、不了解国际移民、不熟悉国际移民事务的状态，向一个有大规模国际移民、需要了解国际移民、熟悉国际移民事务的状态转变。为适应向大规模国际移民时代的转变，中国应该重视国际移民信息采集的系统性工作，完善相关法律法规，对重大经贸、外交等战略安排开展国际移民视角评估，有针对性地建立移民预案。
