Abstract: The 2009 United Nations Climate Change Conference was held in Copenhagen,Denmark,between 7 December and 18 December,in which the international community paid great concern to climate change.This paper analyzes the relationship between population programs and climate change,arguing that climate change is not simply an issue of environment or technology,but an important development issue.Some important factors like population and health should be brought into the framework responding to climate change in a comprehensive approach,with the ultimate goal of human wellbeing and sustainable development.The paper proposes a framework addressing comprehensively the problem of climate change with Chinese characteristics based on the experience of the population program of China.

摘要: 联合国气候变化大会于2009年12月在哥本哈根召开,气候变化问题引起国际社会高度关注。本文分析了人口方案与气候变化之间的关系,认为气候变化不是简单的环境或技术问题,而是重要的发展问题,应该将人口、健康等重要因素纳入框架,以综合的手段应对气候变化问题,并将人类福祉和可持续发展作为最高目标。文章提出了借鉴中国人口方案的经验形成中国特色统筹解决气候问题的框架。
