Abstract: This paper analyzed the debt situation,liability sources,liability reasons,and liability structure of 12 township birth control offices in Nan county,Hunan Province. We discussed how debt affects the family planning work,and proposed the strategies to solve this problem. By applying scientific ways such as centralizing budget and verifying liabilities,the debt issue has been largely solved. The experience from these cases might be informative and transferable to other township birth control offices that face similar financial problem.

摘要： 文章调查分析了南县12个乡镇计生办负债总体情况、负债来源、负债原因和负债结构,剖析了乡镇计生办负债对计生工作的种种影响,提出了破解乡镇计生办负债难题的原则和措施,通过集中清资核债等方案科学化债在南县取得了良好的实效。对化解乡镇计生办债务提供了有借鉴意义的探索。
