Abstract: Under-reporting rate of China’s 2000 population census stood at 1.81%,indicating deterioration of demographic data quality in China.On the one hand,this rate is an objective representation of current data quality;on the other hand,China’s population data quality is good as compared to other countries.Causes for under-reporting are many-sided,including design of census plan,people’s cooperation,funds input,administrative examination etc.As for the coming 6th national population census,we need to seriously analyze the causes of under-reporting,so that we can take appropriate measures to improve census data quality.

摘要： 我国2000年人口普查表明,我国人口统计的数据质量呈下降态势,人口漏报达到1.81%。一方面,普查的漏报率比较客观地反映了当前我国人口统计数据质量的现状;另一方面,同其他国家相比我国的数据质量仍处于比较好的行列。产生漏报的原因是多方面的,既有普查方案设计的影响,也与群众配合、经费投入、行政考核等密切相关。对即将开展的第六次全国人口普查,我们应当认真分析产生漏报的原因,以便采取有针对性的措施,努力提高普查的数据质量。
