Abstract: This paper analyzes the current situation of fragmentation of the governance on imbalanced sex ratio in China from six core dimensions through a perspective of holistic governance,and proposes approaches against the imbalanced sex ratio.As is revealed from the results,the effect of policy measures appear to be government failure and fragmentation due to the existence of fragmentation on main body,decision mechanism,operational mechanism,as well as evaluation,supervision and feed back mechanism,insufficient cooperation between the government and citizens under governance on imbalanced sex ratio in China.The effective approaches of governance include integration of recognition,goal making,governance on imbalanced sex ratio from larger department,governance under cooperation between the government and citizens,establishment of the governance center on imbalanced sex ratio and establishment and refinement of evaluation,supervision and feed back mechanism on imbalanced sex ratio.

摘要： 文章基于整体性治理视角提出六大核心维度系统分析中国在性别失衡治理的碎片化现状,进而提出性别失衡的整体性治理路径。结果表明,由于中国性别失衡治理政策中的治理主体、治理决策机制、运行机制、评估监督反馈机制碎片化的存在,以及政府与公民社会协作的不足,使得治理的效果呈现出失效和碎片化的特征。中国性别失衡整体性治理的有效路径包括性别失衡治理的整体性认识、性别失衡治理目标的制定、性别失衡治理的大部门管理、政府与公民社会的协作治理、性别失衡治理信息中心的建立以及性别失衡治理的评估、监督和反馈机制的建立和完善等方面。
